On April 08, 2025 Shell Offshore Inc., a subsidiary of Shell plc, has announced the start of production at Dover, a new subsea tieback to the Shell-operated Appomattox production hub in the Gulf of Mexico. Dover is expected to reach a peak production of 20,000 barrels of oil equivalent per day (boed). The project highlights Shell’s strategy to maximize output from deepwater hubs while focusing on high-margin, lower-carbon resources. “Dover is another example of the ways in which we maximize the production of our deepwater hubs as we deliver on our strategy to create more value with less emissions,” said Colette Hirstius, Executive Vice President, Gulf of America.
Discovered in 2018, Dover is located in Mississippi Canyon, about 170 miles southeast of New Orleans in 7,500 feet of water. Shell holds a 100% working interest in the development, which involves up to two production wells connected via a 17.5-mile flowline and riser to Appomattox. Shell operates Appomattox with a 79% working interest, while INEOS Energy Petroleum Offshore USA Inc. owns the remaining 21%.

Additionally, they noted that U.S. shale producers may quickly respond to low prices—such as West Texas Intermediate falling below $60 per barrel—by reducing investment and output due to the high costs of maintaining production.
Canadian oil sands producers appear better positioned to weather the downturn, having reduced debt and lowered costs over recent years. They are currently benefiting from a narrower discount on heavy crude, with Western Canadian Select trading only $10 below WTI—tighter than the average $12.70 gap over the past year. This is attributed to low inventories and facility maintenance but may widen again. However, long-term trends like decreased output from Mexico and Venezuela, and Canada’s improved ability to export to Asia via the expanded Trans Mountain pipeline, may help sustain a smaller discount moving forward.

On April 09, 2025 APTIM (professional solutions firm that specializes in environmental, sustainability, resilience, and infrastructure solutions) and its joint venture partner, BWX Technologies, Inc., were awarded a $1.4 billion contract by the U.S. Department of Energy (DOE) to manage and operate the Strategic Petroleum Reserve (SPR) and its associated facilities in Louisiana and Texas. The joint venture, Strategic Storage Partners, LLC, will assume responsibility on June 15 and manage the SPR for five years, with an option for the DOE to extend the contract for an additional five years.
