On November 12, 2025 In a strategic move to capitalize on the artificial intelligence boom, Chevron has chosen West Texas as the site for its first natural gas-fired power project for a data center. The oil giant, one of the largest producers in the Permian Basin, is in exclusive talks with an unnamed end user and expects the facility to be operational by 2027, with a future capacity of up to 5,000 megawatts. This venture, developed in partnership with activist investor Engine No. 1, will secure demand for its substantial natural gas output.

Ahead of its first investor day in nearly three years, Chevron also outlined new long-term financial targets. The company expects to grow its free cash flow by 14% annually over the next five years, reaching $30 billion by 2030. Other goals include a reduced capital budget, covering its dividend and spending with oil at $50 a barrel, and growing oil and gas production by 2% to 3% per year.

On November 12, 2025 Unique Group, a global leader in subsea technologies, partnered with DEEP as a specialized technology partner to design and deliver key systems for the Vanguard, a pioneering subsea human habitat. The company is providing critical engineering, including foundation design, geotechnical analysis, and the fabrication of a 300-ton base plate, as well as managing the internal fit-out with life-support systems and ergonomic fixtures.

Upon completion, the Vanguard habitat will be the first of its kind to be classified under DNV’s subsea ruleset, enabling a four-person crew to live at depths of up to 200 meters for seven days. This pilot project, currently under construction in Florida, paves the way for DEEP's larger Sentinel habitat and represents a major advancement in enabling sustainable, long-duration human presence underwater for scientific exploration.

On November 12, 2025, The U.S. Environmental Protection Agency (EPA) has granted Texas primary regulatory authority over Class VI underground injection wells, transferring permitting and management from federal to state control. This approval, which places Texas alongside North Dakota and Wyoming as one of only three states with this "primacy," empowers the Railroad Commission of Texas (RRC) to oversee wells used for the permanent geologic storage of carbon dioxide, a key technology for carbon capture and storage (CCS) projects.

State officials, including RRC Executive Director Wei Wang, stated that this move will streamline the application process and provide the regulatory certainty needed to advance CCS initiatives. With 18 permit applications already under review and a dedicated team in place, the RRC is prepared to manage the program, which is expected to accelerate carbon storage efforts and support the next phase of energy infrastructure and emissions management in Texas.
