The administration is expected to follow its recent approval for Chevron with a similar license for Shell, provided the project does not significantly benefit the Maduro regime. Shell is seeking a long-term license of up to ten years to facilitate the investment needed to develop the field's substantial reserves.

In parallel, bp Plc is also seeking to restore its own license to develop a separate cross-border gas field. The push to develop these Venezuelan fields is driven by the critical need to replenish feedstock for Trinidad's major liquefaction complex, where both Shell and bp are key shareholders.

In parallel, the report highlights a robust outlook for natural gas. Henry Hub spot prices are forecast to rise to $4.10/MMBtu by January 2026, supported by a significant expansion in U.S. LNG export capacity. New projects are expected to increase exports to 15 billion cubic feet per day in 2025 and 16 billion in 2026, strengthening the U.S. position in the global gas market.
